Meet the Team

Rose Rock is a team of professionals with backgrounds in real estate development, brokerage, and entrepreneurship who are passionate about creating value in their home communities and throughout the region.

 
 

Steven Watts, Chief Executive Officer

Rose Rock Development Partners (rose rock) is a multifamily focused real estate development company. rose rock has redeveloped, owns and manages three high-rise multifamily projects in Tulsa, totaling 188 total multifamily units and ~ $40 Million in Value. Additionally, rose rock has over 800 multifamily units in the development pipeline in Tulsa and Oklahoma City and total costs of ~ $170 MM.

Prior to co-founding rose rock in 2016, Steven worked for an Oklahoma based development, construction, and engineering company where he was responsible for identifying and executing real estate development projects. Steven has undergraduate and graduate degrees from university of Oklahoma and Oklahoma State university. He serves on the board and past President of a Tulsa area non-profit – South Tulsa Community House. He is the prior chairman of the Developing Leaders for NAiOP Oklahoma and currently serving as chapter Vice President. Steven is a Mayoral Appointee to the City of Tulsa Sales Tax Overview Committee.


Tim Strange, Chairman

He is a commercial real estate professional with over thirty-five years’   experience in business, real estate brokerage, and ownership. Tim   has been involved in multiple real estate private equity syndications, including ground-up developments. As a general partner he has been involved in the acquisition and development of twenty properties including, office, industrial, multi-family, and GSA/VA leased buildings with an aggregate as-completed value in excess of $150,000,000.

His experience with public-private partnerships includes recent involvement with a zero-interest loan from the Tulsa Development Authority for an affordable housing project in Downtown Tulsa.  He is currently participating in two multifamily projects in Tulsa that are utilizing TIF funds.


Scott Moehlenbrock, Vice President

Scott joined Rose Rock Development in 2018 as Vice President and has since managed over $100M worth of construction projects. He actively oversees the Rose Rock portfolio of multifamily assets and is currently managing the construction and development of more than 1,000 multifamily units across four different states.

Before joining Rose Rock, Scott gained experience working for multiple e-commerce start-ups with a focus on business development. During his time with these companies, he played a key role in expanding their operations into the Canadian, Australian, New Zealand, and five markets in Europe. This involved conducting market research, selecting products, procuring vendors, processing orders, managing inventory, and overseeing supply chain management.


Marylee Strange, Controller

Marylee has over thirty years’ experience in information technology, real estate marketing, and accounting.

Active in her community, Marylee has volunteered with several non-profit organizations and is currently the President of the Theta Gamma Housing Corporation of Delta Delta Delta at the University of Oklahoma. She is Past president of the Tri Delta Alumnae group where she was honored as Panhellenic Woman of the Year in Oklahoma City, Oklahoma. Marylee is also a member of the Junior League of Oklahoma City and is active in Crossings Community Church.


Regan Watts, Marketing Manager

Regan Watts is a marketing professional with an extensive background in community relations, fundraising, and sales. Prior to joining Rose Rock, Regan worked in Wealth Management and Alternative Investments at Bank of Oklahoma. From there, she joined the Tulsa Zoo in development, helping raise monies towards a $170mm 20-year master development plan. After her tenure at the Tulsa Zoo, Regan joined Brief Media, a veterinary medical publication company. There she worked as a project manager for all custom media projects totaling $4mm per year for companies like Hills, Nestle, and Merck. Regan worked hand-in-hand with large players in the veterinary dietary and medical field to establish marketing strategies for product launches and how to best use company’s marketing budgets.


Jay Dempsey, Partner

Jay spent 10 years in commercial/investment banking before forming his first real estate development company, Civitas Senior Living. Jay’s primary responsibilities at Civitas was the expansion and development of their Real Estate portfolio. Jay was able to take the company from one building in East Texas to 60+ buildings and north of $2B in portfolio value in 7 states in only 8 years. This was done through an aggressive development and acquisition strategy.

Jay is a proud graduate of Southern Methodist University and is a member of the Young Presidents’Organization - North Texas Chapter. He also serves on the board of directors for Work Wear DistributionCompany and Illumination Fireworks.


Ryan Watts, Partner

Ryan founded Springbok Energy Partners. Springbok is an oil and gas investment firm focused on investing in royalties, where Ryan is CEO. Springbok and its related entities invested more than $200 million into oil and gas royalty assets over the last ten years and successfully completed over 13,000 individual oil and gas real property acquisitions. In his role as CEO of Springbok, Mr. Watts focused primarily on investment sourcing and capital formation, successfully raising 5 separate private equity partnerships. In early 2020 Mr. Watts oversaw the successful sale of the majority of Springbok Energy’s assets to Kimbell Royalty Partners, a publicly traded oil and gas royalty company.

Ryan is a graduate of the University of Oklahoma and is a member of the Young Presidents’ Organization - North Texas Chapter. He also serves on the board of directors for Lakeside Bank.
