Meet the Team

Rose Rock is a team of professionals with backgrounds in real estate development, brokerage, law, and entrepreneurship who are passionate about creating value in their home communities and throughout the region.

 
 
Steven Watts

Steven Watts, Chief Executive Officer

Prior to joining Rose Rock, Steven worked for a Tulsa-based development, construction, and engineering company where he was responsible for identifying and executing real estate development projects as a Development Project Manager and owner’s Representative. Steven initiated and completed five certified historic rehabilitation projects in Tulsa and other parts of Northeastern Oklahoma totaling approximately $53 Million; these included mixed use commercial developments, multi-family developments, hotel developments, and single tenant office developments. Beyond historic tax credit renovations, Steven has been involved in several other successful developments in the Downtown Tulsa area totaling approximately $42 Million. 

More recently, Steven and his partners at Rose Rock have undertaken two urban, historic redevelopment projects.  These projects are the Adams Building redevelopment and Reunion Building redevelopment.  These projects total just under $30 MM combined, and once converted will bring approximately 150 apartment units to the market and new restaurant/retail concepts to Downtown Tulsa.


Tim Strange, Chairman

Tim is a commercial real estate professional with over thirty years’ experience in business, real estate brokerage, and ownership.   Tim has been involved in multiple real estate private equity syndications, including ground-up developments.  As a general partner he has been involved in the acquisition and development of twenty properties including office, industrial, multi-family, and GSA|VA leased buildings, with an aggregate as-completed value in excess of $100,000,000. 

His experience with public-private partnerships includes recent involvement with a zero-interest loan from the Tulsa Development Authority for an affordable housing project in Downtown Tulsa.  He is currently participating in two multifamily projects in Tulsa that are utilizing TIF funds.

Tim Strange

Ashley Smith

Ashley Smith, Senior Vice President

Ashley is an attorney with over ten years’ experience in business, securities, and real estate law. Ashley has been involved in multiple real estate private equity syndications, including ground-up developments and multifamily projects.

Her experience with public-private partnerships goes back to 2009 and includes recently negotiating a zero-interest loan from the Tulsa Development Authority for an affordable housing project in Downtown Tulsa.  She is currently participating in two multifamily projects in Tulsa that are utilizing TIF funds.


Mark Phillips, Partner

Mark is a commercial real estate professional with over twenty-five years' experience in brokerage and over ten years' experience in development and construction.  Mark has been involved in multiple real estate private equity syndications, including ground-up developments and multifamily projects.

Under his company Spring Valley Associates, Mark developed a 40-unit residential subdivision.  He also engineered the purchase and renovation of the Teller’s Mill, a former cigar factory in Sellersville, PA.  Mark personally oversaw the certification of this facility to the National Register of Historic Places.   Under Spring Valley Associates he built and renovated other residential and light commercial structures in Pennsylvania and New Jersey.

He has most recently been involved in the development of two self-storage facilities in Arizona, and the redevelopment of two historic high-rises in Tulsa, OK.

Joel Flachs, Partner

Joel Flachs is a real estate developer, investor, and sponsor with over thirty years' experience.

Joel has located, raised equity, managed and acted as general partner for seven office buildings, two shopping centers, fifteen industrial buildings, and more than 400 apartment units.

His development experience includes Highland Plaza, a 73,000 SF office building in Pennsylvania, the acquisition and expansion of two other commercial buildings in Pennsylvania, the ground-up development of two self-storage facilities in Arizona, and the redevelopment of two historic high-rises in Tulsa, OK.


Mike Loveland, Partner

Mike's real estate career spans thirty-eight years. His extensive background includes working with investment properties, development projects, and commercial sales and leasing.

Mike has been involved in the development of multiple apartment complexes, hotels, retail developments, and medical offices. He has assisted in the renovation of three high-rise office buildings and various land development projects.  Mike's recent projects include the redevelopment of a former medical complex in Wichita into a mixed-use area utilizing TIF funds and the redevelopment of a golf course in Park City, KS into an 86-acre commercial/retail center.

Scott Moehlenbrock, Vice President

Prior to joining Rose Rock, Scott worked for multiple e-commerce start-ups with a focus on business development, new partner acquisition, and vendor management. In 2012 he orchestrated all facets of an expansion to the Canadian market, including market research, product selection, vendor procurement, order processing, inventory, and supply chain management.

Most recently he facilitated the purchasing, production, and importation of consumer goods from China to be sold through Amazon. Through market analysis, he assisted a company with sourcing their top-selling product, which became the #1 pillow on Amazon, generating over $1.5M in sales. He managed relationships with over 40 supply partners and managed over $20M in inventory that resulted in $100M in annual sales.


Marylee Strange, Controller

Marylee has over thirty years’ experience in information technology, real estate marketing, and accounting.

Active in her community, Marylee has volunteered with several non-profit organizations and is currently the President of the Theta Gamma Housing Corporation of Delta Delta Delta at the University of Oklahoma. She is Past president of the Tri Delta Alumnae group where she was honored as Panhellenic Woman of the Year in Oklahoma City, Oklahoma. Marylee is also a member of the Junior League of Oklahoma City and is active in Crossings Community Church.

Regan Watts, Marketing Manager

Regan Watts is a marketing professional with an extensive background in community relations, fundraising, and sales. Prior to joining Rose Rock, Regan worked in Wealth Management and Alternative Investments at Bank of Oklahoma. From there, she joined the Tulsa Zoo in development, helping raise monies towards a $170mm 20-year master development plan. After her tenure at the Tulsa Zoo, Regan joined Brief Media, a veterinary medical publication company. There she worked as a project manager for all custom media projects totaling $4mm per year for companies like Hills, Nestle, and Merck. Regan worked hand-in-hand with large players in the veterinary dietary and medical field to establish marketing strategies for product launches and how to best use company’s marketing budgets.
